Why fire protection blocks handovers
In Saudi Arabia, no occupancy certificate is issued without Civil Defense clearance of the fire protection systems. That makes the fire package one of the few scopes on a project that can hold up the entire handover — long after structure, finishes and MEP are complete.
Most delays trace back to the same causes: unlicensed installers, materials without approvals, systems that were installed but never commissioned to an accepted standard, or drawings that were never reviewed against the applicable code before installation started.
What Civil Defense actually looks for
The framework rests on the Saudi Building Code (SBC) fire provisions, which draw heavily on NFPA standards. In practice, the review covers four areas: the design (hydraulic calculations, coverage, zoning), the materials (listed and approved products with certificates), the installer (a contractor licensed for fire protection work), and the commissioning (witnessed testing of pumps, sprinklers, alarm and suppression systems).
Documentation matters as much as the physical installation. Material submittals, conformity certificates, test reports and as-built drawings all form part of the acceptance file. A technically sound system with an incomplete file still fails the review.
Checks to make before awarding the fire package
Confirm the contractor holds a valid license covering the fire protection activities in your scope. Ask for the product list with approvals before anything is ordered — swapping unapproved material after installation is far more expensive than reviewing a submittal. Make commissioning and Civil Defense clearance an explicit deliverable in the subcontract, not an assumed courtesy.
On piping specifically — the network of mains, branches, and risers that feeds sprinklers and hose cabinets — insist on the specified schedule and coating, and on pressure testing witnessed and recorded. Piping is buried behind ceilings early, and defects found late are the costliest to fix.
